"Always Someone Else's Problem" is a report by the Children’s Commissioner as part of her Exclusions Inquiry on illegal exclusions. As a result of the work conducted by the Office of the Children's Commissioner and contained within this report, they believe there is now a much clearer and more concrete idea of the scale and nature of illegal exclusions from school.
This report states that there are three clear reasons why illegal exclusions happen:
- Too often, children, parents and even teachers do not know what the law says, and what is and is not acceptable.
- There is a gap in the accountability system - nobody, with the partial exception of Ofsted, is actively looking for illegal exclusions.
- There is no meaningful sanction to prevent schools from doing this.
