This paper was submitted by the Special Educational Consortium to the Labour Party review of SEN which began in May 2016.
It sets out the areas of the refoms which have been welcomed by the the group such as the introduction of an inspection framework for SEN and disability. It also highlights areas where further support is required around implementation and transition.
