The key messages include:
- Ensuring the Bill applies to all disabled children and children with SEN
- Ensuring there is a coordinated response to meeting the needs of disabled children and children with SEN
- That there should be a legal duty to provide what is set out in the local offer
- That there should be a strengthened entitlement to the health and care elements in an Education Health and Care plan
