CDC National Virtual Event: The Future of SEND System Improvement

On 28th September 2023, CDC ran a national virtual event for SEND Leads, DCO/DMOs and Commissioners from across the country. The theme of the event was The SEND and Alternative Provision Improvement Plan, and the aim was to update the sector, share knowledge and best practice and learn from each other. The main plenary session consisted of:

  • An introduction and reflection from Dame Christine Lenehan (Director of CDC)
  • A presentation from DfE on ‘SEND and AP Improvement Plan and Change Programme’ (Alasdaire Duerden, Head of SEND and AP Local Implementation Unit, Department for Education)
  • A presentation from Warwick University on ‘RISE Systemic Review’ (Amy Grove, Professor of Health Technology Assessment and Implementation Science, University of Warwick)
  •  A presentation from NHSE on ‘A Year On: Reflections on NHSE Team and SEND and new ways of working nationally and regionally’ (Lorraine Mulroney and SEND Team, NHSE)

Attendees at the event were also given the opportunity to attend 2x workshops on variety of topics. Please find the workshop recordings below.

  1. Sharing our insights from Warrington as one of the early local areas to undergo the new SEND Inspection (Paula Worthington, Director of Education and Community Services, Deputy DCS, Warrington and Julie Hoodless, Head of SEND, NHS Cheshire and Merseyside)
  2. Integrated Care Systems and Special Education Needs and Disabilities: content and learning (Andrew Fellowes, Assistant Director, Health, CDC)
  3. Key ingredients for SEND service improvement in local areas – Lessons from the Delivering Better Outcomes Together Programme (Sarah Gorin, Assistant Professor and Penny Smith, Research Fellow, Warwick University)
  4. Employment pathways for young people with SEND and the Internships Work programme (Julie Pointer, Programme Lead, NDTi)
  5. SEND and the Law – The East of England journey on enhancing the knowledge of health practitioners in the SEND First Tier Tribunal Process (Louise Warren, Regional SEND Manager East of England and Dr Jack Walker, DCO Suffolk and North East Essex ICB)
  6. The Autism in Schools Programme in Greater Manchester (Julie Hicklin, SEND Lead, Manchester City Council and Carla Scaife, Autism in Schools Project Manager, Greater Manchester)
  7. Putting together the data jigsaw: Linking data on children and young people with SEND, learning from local areas (Anne Pinney, Research Consultant & True Colours Data Champion and Dr Sarah Martin-Denham, Associate Professor of Care and Education, Sunderland University)
  8. Universal SEND Services Programme: SEND CPD for the school and college workforce (Amanda Wright, Deputy Head, Whole School SEND)
  9. The role of the VCSE sector in SEND improvement: Learning from Locality’s work on CYP Mental Health (Leon Osbourne, Policy Officer, Locality)
  10.  Supporting children and young people with a Learning Disability and/or Autism in contact with Liaison and Diversion services and Young Offenders Institutes (Marie Hunt, Programme Manager for Health, CDC)
  11. SENDIASS – The Shop Window for IAS (Sarah Wike, Manager SENDIASS, Barnsley)
  12. The SEND Improvement Plan: A Parental Reflection (Sarah Clarke, Co-Chair, South East NNPCF)
