This toolkit was funded by the Department for Education as part of the Research and improvement for SEND Excellence (RISE) programme. It is a set of 10 exemplars to use and adapt as is useful and impactful within different Local Area Partnerships. This toolkit has been developed by Dame Christine Lenehan and Deborah Glassbrook and involved significant consultation and co-development with key multi-agency stakeholders who have been involved in some of the first statutorily-required Improvement Boards. It arose out of a need to understand the learnings from these Improvement Boards, and a desire to test some of the theories of what was working well and what was not. The SEND Toolkit developed from those discussions. It is not intended to provide all the answers but to provide the first ten documents that can form scaffolding for the Improvement Board to function within.
