Support for SEND Reform: Helping you deliver the Schools White Paper

Leaders and decision-makers across the country are now preparing for significant change following the publication of Every Child Achieving and Thriving White Paper and the SEND Reform: Putting children and young people first consultation.

At the Council for Disabled Children (CDC), we understand the scale and pace of change facing local areas. You now have three months to develop a Local SEND Reform Plan – a vital step in transforming your local system to become more inclusive, sustainable and responsive to need.

We are already supporting councils and local area partnerships across the country and are now ready to help you develop and deliver your Local SEND Reform Plan.

Our support offer

We have developed a tiered, flexible offer that can be commissioned to meet your local context and needs.

Area of focus one: Foundations of effective and trusting local partnerships for inclusion

We will support you to establish the conditions for effective leadership and governance across the local area. This also includes ensuring that changes are co-produced across education, health and social care partners, and include the voices of children, young people, and their parents and carers.

Area of focus two: Shared ways of working to direct resources to needs 

We will help to align operations across the local area to reduce fragmentation and ensure partners work toward a shared vision for inclusion. This includes integrating data, workforce strategy, funding and establishing a clear operating model for supporting settings

Area of focus three: Support for mainstream settings and practitioners to meet needs

We will support proactive support for early years settings, schools and further education providers. This includes: a shared understanding of inclusive practice; building practitioner confidence and capability; and ensuring early identification and support.

Partnership with IMPOWER

We are pleased to announce a partnership between IMPOWER and the Council for Disabled Children offering insight and practical support to local SEND systems as we enter a period of SEND system reform.
